Everyone on the crew should know in advance what the inspections will consist of and what the end results are.
The ROICC is responsible for the inspection and surveillance of ongoing NCF projects and for reviewing daily QC reports to ensure compliance with the plans and specifications. The ROICC office also has to approve any battalion recommended field adjustment requests (FARs) or customer requested changes. Scope changes require the approval of the customer's major claimant. Any changes that require 50 or more man-days of additional direct labor or any changes that increase the cost of the project by 0 or more require THIRDNCB. The ROICC also conducts the final inspection and accepts only those facilities built according to the plans and specifications. The QC staff provides direct liaison between the battalion and the ROICC on all matters, such as change requests and project specification questions. No field changes can be made without a request being forwarded through the QC staff and being approved in writing by the ROICC. Change requests must include the same level of detail as the original specification. The engineering division can provide assistance on sketches for your change requests. Figure 6-5 is a sample design change request. A log of all design change requests in a format similar to figure 6-6 must be kept in folder six of the project the approval of COMSECONDNCB/COM- package.
